The GAO found that "The Army's cost and schedule estimates, and its ability to complete the nonstockpile chemical disposal program, are likely to be affected by issues similar to those experienced in the stockpile disposal program. These include actions necessary to comply with federal, state, and local laws and requirements, obtain the necessary environmental approvals and permits, and address the strong public opposition to chemical weapons incineration."
