After Peace Corps service in Mauritania, he joined the Federal Government, working 11 years in West Africa; Department of Energy in Washington rising to the rank of Deputy Assistant Secretary for Policy Analysis. He worked on issues in the forefront today: Clean Air Act Amendments of 1990; National Energy Strategy legislated in 1992. Awarded bronze and silver medal for exceptional service by the Secretary of Energy and meritorious service medal by President George H. W. Bush. Authored "A Policy of Discontent: The Making of a National Energy Strategy", co-authored "A Shock to the System: the Restructuring of America's Electric Utility Industry" and many other works. As Director of Research for National Commission on Energy Policy, he provided Congress with research/analysis on climate change. More
