Surviving copies of documents such as this, especially those with a limited initial production, are EXTREMELY RARE The Office of the Deputy Assistant Secretary for Military Application (DASMA) has the responsibility to respond to operational emergencies within programs and at facilities assigned to DASMA. These DASMA responsibilities and authorities are set forth in DOE Orders. This Operational Emergency Management Plan (OEMP) describes the operations and staffing of the DASMA organization to implement assigned responsibilities. This plan requires the support of not only the DASMA Office Directors but other Department of Energy Secretarial Offices. DP-22 will be the coordinating Office for DASMA in implementing this plan. The plan was issued by Brigadier General Paul F. Kavanaugh, United States Army, who was the Deputy Assistant Secretary for Military Application (DASMA) in the Office of Defense Programs at the time.
