This report is a high-level study of four possible alternatives that were felt to bound the range of options that sould be considered. In summary they are: proceed as planned; cancel the nuclear facility; build a larger facility; and delay the decision until after a siting decision is made for the Consolidated Plutonium Center. It is not a life cycle cost estimate, but rather a comparative cost estimate, ignoring those costs that are likely to be identical for all four alternatives. In addition, the team developed a list of qualitative attributes there were believed to be important to the management decision. Including the addressee, the distribution list was about 45 copies.
