This report was developed by B-K Dynamics, Inc., in response to Requirement #5 of Contract N00014-86-C-0081. That contract was an SBIR Phase II effort tasked to design a Technology Transition Planning System for the Office of Naval Technology. The key elements of the system data base were included as appendices to this report which described the system as it was transferred to the Office of Naval Technology on 20 January 1986. B-K Dynamics was to continue to develop the system described in this report through the end of the next calendar year before fixing the final design of the prototype system, which was the goal of that phase of the contract.
