Small chip at spine. Item is somewhat soiled. Lieut. Col. John J. Fulmer, who was commander of Fort Ontario at Oswego and was a veteran of the Spanish-American and World Wars. Fulmer. He entered the Regular Army in 1900, received the commission of second lieutenant at Fort Adams, R. I., on Feb. 1, 1901, and became first lieutenant in 1906. He was promoted to lieutenant colonel in 1921. He served during the World War in France as a member of the General Staff, G. 5 Section of General Headquarters, and was awarded the Distinguished Service Medal. Colonel Fulmer had been graduated in 1905 from the Infantry and Cavalry School, from the General Staff School in 1923, and from the Army War College in 1925. He is recognized as a writer of note, being the author of "Battle Fire Training," "Military Panoramic Sketching," and other pamphlets. More
