Delmar (Del) Spier has served in the US Air Force on active duty and the US Navy Reserves. Del's professional career started with the Aurora Colorado Police Department where he obtained the rank of lieutenant. He held a number of positions there and was named Police Office of the Year by the Colorado Police Officers Association. He then served with the US Department of State, USAID, Office of Public Safety. His assignments in Vietnam included Provincial Police Advisor, Regional Training Officer and Regional Chief of Public Safety in Vietnam. Del went to Afghanistan in 2002 and established a security operation using the Afghan Ministry of Interior Personnel. His security operation grew to be the largest in the country and, the presence of his 5,000-man security force stationed throughout Afghanistan, provided Afghani citizens protection that the Afghan Government could not provide. Thayer (February 9, 1910– August 27, 1969) was an American diplomat and author. He was an expert on Soviet-American relations and headed the Voice of America. In 1937, Thayer became a Foreign Service Officer, after passing his exams. In 1942, he was appointed chargé d'affaires in Kabul, Afghanistan in 1942. He was assigned for a time to the Office of Strategic Services (OSS), a forerunner of the Central Intelligence Agency (CIA), in Belgrade. Thayer served in London on the European Advisors Committee which drafted the German terms of surrender at the end of World War II. He attended the Naval War College for a year at the end of the war. After the war, Thayer headed the OSS in Austria and served on the Joint United States-Soviet Commission on Korea. He played a key role in developing the secret Office of Policy Coordination, later merged into the CIA, to counter and destabilize the Soviets. More

Peter Tomsen (born November 19, 1940), is a retired American diplomat and educator, serving as United States Special Envoy to Afghanistan from 1989 to 1992, and United States Ambassador to Armenia between 1995 and 1998. Ambassador Tomsen’s thirty-two year diplomatic career emphasized South and Central Asia, Northeast Asia and the former Soviet Union. Ambassador Tomsen entered the Foreign Service in 1967. He served as Principal Deputy Assistant Secretary of State for East Asian and Pacific Affairs, 1993 - 1995, and was United States ambassador to the Republic of Armenia from 1995 to 1998. He was deputy chief of mission of the U.S. Embassy in Beijing, spanning from 1985 to 1989. He served in the political-military office of the U.S. Embassy in Bangkok, 1967 - 1968. After a year of Vietnamese language training in Washington in early 1969, he was assigned to the U.S. Civilian-Military Advisory Organization in Vietnam, 1969 - 1970. He was a political officer of the U.S. Embassy in New Delhi, 1971 - 1975; a political officer of the U.S. Embassy in Moscow, 1977 - 1978; and a political officer of the U.S. Embassy in Beijing, 1981 - 1983. From 1984 to 1987, he served in the Department of State as office director of India, Nepal, Sri Lanka, Bhutan, and the Maldives. More
