Bruce Hoffman (born 1954) is a political analyst known for his views on terrorism and insurgency. He is the Director of the Center for Security Studies and Director of the Security Studies Program at Georgetown University's Edmund A. Walsh School of Foreign Service. He is a specialist in the study of terrorism and counterterrorism and insurgency and counter-insurgency. In 1981, Hoffman joined the RAND Corporation. He left RAND in 1994 when he was appointed Senior Lecturer at the University of St. Andrews. In 1994, he co-founded (with Professor Paul Wilkinson) and was the first director of the Centre for the Study of Terrorism and Political Violence (CSTPV) at St. Andrews where he was also Chairman of the Department of International Relations (1994–1998). Hoffman returned to RAND as Director of RAND's Washington Office (1998–2006). Hoffman served as a commissioner on the 9/11 Review Commission, which examined the FBI's ability to counter terrorism, radicalization and cyber crime. He was Scholar-in-Residence for Counterterrorism at the Central Intelligence Agency between 2004 and 2006; an adviser on counterterrorism to the Office of National Security Affairs, Coalition Provisional Authority, Baghdad, Iraq in 2004, and an adviser on counterinsurgency to the Strategy, Plans, and Analysis Office at Multi-National Forces-Iraq Headquarters, Baghdad. Hoffman was also an adviser to the Iraq Study Group (2006). More

He became a naval aviator after the war and flew combat missions in Korea. He then undertook nuclear reactor training under Admiral Rickover and because the captain of the first U.S. nuclear carrier, the Enterprise and served two combat deployments in Vietnamese waters during the war. He became Chief of Naval Operations and served on the Joint Chiefs of Staff. After retiring in 1978 he continued public service as served as a special envoy to the Middle East and directed a Presidential Task Force on combating terrorism. More

From 2002 to 2005 he served as the United States Assistant Secretary of State for International Organization Affairs; he was also Executive Vice-President of the Heritage Foundation, having served twice as the foundation’s Vice President of Foreign and Defense Policy Studies and Director of its Kathryn and Shelby Cullom Davis Institute for International Studies (1992-2012). Holmes was a senior fellow at the Institute for Foreign Policy Analysis, a research institute associated with the Fletcher School of Law and Diplomacy. Holmes joined the Heritage Foundation in 1985. While at Heritage, he was promoted to senior policy analyst for national security affairs specializing in arms control, NATO, and East-West strategic relations. He was promoted to director — and in 1992, vice president — of foreign and defense policy studies. He served in that position until 2001, and again from 2005 to 2012. In 1995, Holmes and the Heritage Foundation authored a report advocating for an increase in funds towards ensuring the nation's defense against ballistic missiles, stating that "the threat of ballistic missile attack is clear, present, and growing." Also in 2012, Holmes became a Distinguished Fellow at The Heritage Foundation. On August 1, 2019 Holmes was confirmed by the Senate to be a member of the National Council on the Humanities. More
