The objectives of the review "were to determine whether (1) Army hospitals encountered medical supply shortages in preparing for Operation Desert Storm and, if so, why and (2) the industrial base was able to supply requested items on time and, if not, whether hospitals experienced shortages as a result." GAO went on to "describe how the Army plans to meet wartime requirements for medical supplies during future contingencies." GAO reported, among itsresults, that "All 10 of the Army hospitals we reviewed ... reported shortages of some medical supplies during the build up for the ground offensive for Operation Desert Storm." GAO found that "The initial shortages of medical supplies arose because hospitals were shipped to the Persian Gulf without their full complement of medical supplies."

Specifically GAO "determined whether (1) Air Force medical and evacuation units were prepared to perform their assigned missions and (2) the Air Force's system for staffing medical and evacuation units were effective." In addition, GAO "examined efforts to change medical operations in response to the Air Force's lessons learned." Among the results GAO found that "The medical and evacuation units requested by the U.S. Central Comand and provided by the Air Force would not have been sufficient to handle the large number of projected casualties." The GAO also concluded that "The Air Force's system of forming teams to meet staffing requirements was problematic."
