FOREWORD TO TENTH EDITION. This tenth edition has become necessary by the Navy's adoption of the U. S. Army's drill regulations and the desirability of new type setting for clearness of print. As compared with the ninth edition (revised) the following changes should be noted : Chapters 7, 8, and 9 now accord with the close order drill of the U. S. Army. Chapter 41, "Artillery: School of the Platoon," has been replaced by" art Drill." Chapter 51, "Artillery: 75-mm. Emphasis has been placed on operating principles, nomenclature, component parts and arrangement of the assembled boiler to the exclusion of the thermodynamic and heat transfer aspects which are treated subsequently in the midshipmen's curriculum. USS Congress (1841)—the fourth United States Navy ship to carry that name—was a sailing frigate, like her predecessor, USS Congress (1799). Congress served in the Mediterranean, South Atlantic Ocean, and in the Pacific Ocean. She continued to operate as an American warship until the Civil War, when she was sunk by the ironclad CSS Virginia in battle of Newport News, Virginia. Congress was recommissioned on September 15, 1845, as flagship of Commodore Robert F. Stockton and sailed for the Pacific Ocean in late October. After landing the U.S. Commissioner to the Sandwich Islands at Honolulu, Hawaii on June 10, she sailed to Monterey Bay where she joined the Pacific Squadron.
