The IDA Ground-Air Model I (IDAGAM I) is a deterministic fully-automated, theater-level model of non-nuclear combat between two opposing forces. The report consists of five volumes, as follows: (1) Comprehensive Description, (2) Definitions of Variables, (3) Detailed Description of Selected Portions, (4) Documentation, and (5) Testing (U) ( SECRET). The Definition of Variables contains two sections: I. Program, Overlays and Subroutines, and II. Definition of Variables. The definition of all the variables used in IDAGAM I are contained in this volume which is, in a sense, a dictionary for the IDAGAM I computer program. This volume serves two purposes: First, someone interested in either an extremely detailed knowledge of all of IDAGAM I or a review of parts of IDAGAM I can, with the assistance of this volume, read the detailed description. Despite its global advantages, the North Atlantic Treaty Organization (NATO)s current deterrent posture in the Baltic states is militarily weak and generally questionable. A Russian invasion there would almost surely capture some or all of those states' capital cities within a few days, presenting NATO with a fait accompli. This report examines what role nonstrategic nuclear weapons could play in deterring such an invasion. To achieve deterrence-favorable conditions, NATO would need to consider substantially enhancing and improving its conventional forces based in and near the Baltic states; fielding some limited nonstrategic nuclear weapons feasible for use throughout a conflict, including very early in the conflict; and going through the lengthy and difficult political and military peacetime processes necessary to make prompt response to warnings feasible and credible. What would be an action plan to develop and practice rapid-decision and rapid-action processes to prevent a surprise fait accompli despite major deception operations by Russia (e.g., using exercises to cover preparations for invasion)? How would wargaming results change if the initiating scenario resembled the little green men (masked soldiers in unmarked uniforms) employed by Russia in Ukraine in 2014? Are there ways that limited nuclear use by NATO could be given military value despite Russian quantitative escalation dominance? What options exist for geographically horizontal escalation and for escalation into other domains? More

Edward Miner Gallaudet, son of Thomas Hopkins Gallaudet and Sophia Fowler Gallaudet, was a famous early educator of the deaf in Washington, DC. As a youth, he enjoyed working with tools and also built an "electrical machine." He kept birds, fowl, and rabbits, spending most of his time in the city, but also occasionally venturing into the country. He had a fond memory of climbing a hill with his father, and another fond memory of his father introducing the subject of geometry to him. His father died when he was 14, just after he graduated from Hartford High School in Hartford, Connecticut. He then went to work at a bank for three years. He didn't like the "narrowing effect" of the mental monotony of the work, and he quit to go to work as a teacher at the school his father founded. He worked there two years, from 1855 to 1857. While he was teaching, he continued his education at Trinity College in Hartford, completing his studies for a bachelor of science degree two years later. More
