Some wear to board and spine edges. Some pages chipped. The author was a Lieutenant with the French Navy who was attached to the Historical Section of the French Ministry of Marine. He also was a Doctor of Law. He is believe to be the same person who was Capitaine de corvette et le directeur du cabinet de l'Amiral Darlan (de février 1941 à novembre 1942). The book is divided into three parts: the conduct by the Allied Powers of the economic naval war; how the economic naval war affected the neutrals (Sweden, Norway, Denmark, the Netherlands, Switzerland, and Spain) and the negotiations which ensued between the neutrals and the Allies; and the effects of the measures taken by the Allies upon the economic life of the Central Empires. The first part, "The conduct of the naval economic war by the Allied Powers," is divided into three chapters, the length of which depends upon the degree of intensity of submarine warfare, the truth being that the submarine and the naval economic war were closely connected, as action and reaction followed one upon another. The month of February played an important part in naval warfare, it was then that the various Admiralties made the important decisions because they were in possession by then of the economic results of the previous year and were almost in a position to make an economic forecast for the year ensuing.
