This document may be regarded as an update of "Status and Objectives of Tokomak Systems for Fusion Research, " which was prepared in 1974 by a review panel chaired by S. O. Dean. The intervening five years witnessed an explosion of knowledge in tokomak research characterized by the increased breadth of the program, the steady flow of data from devices of increased size and toroidal field strength, and the maturation of neutral beam injection technology. The original intent of this document was to record the program status on the occasion of the Eighth Internationl Conference on Plasma Physics and Controlled Nuclear Fusion Research held in August 1978 in Innsbruch, Austria; some revisions have been made to include developments of the past year.
