Foreword by Lieutenant General Hansford T. Johnson, Director, Joint Staff. Mr. Webb was chief of the JCS Historical Division before retiring in 1993. He wrote about the organizational development of the joint chiefs, as well as producing several volumes about the JCS and the Vietnam War. For his work, he received the Secretary of Defense Meritorious Civilian Service Award. Mr. Webb continued to use his knowledge of history and architecture in retirement. He wrote articles for the Arlington Historical Magazine and wrote a book with his wife. Published in 2003, "Glebe Houses of Colonial Virginia" described the surviving homes that had once been provided to ministers by local parishes. Dr. Cole was also a historian with the Joint Staff. This includes brief biographies of: Omar Nelson Bradley, Arthur William Radford, Nathan Farragut Twining, Lyman Louis Lemnitzer, Maxwell Davenport Taylor, Earle Gilmore Wheeler, Thomas Hinman Moorer, George Scratchley Brown, David Charles Jones, John William Vesley, Jr., William James Crown, Jr. The Chairman of the Joint Chiefs of Staff (CJCS) is, by U.S. law, the highest-ranking and senior-most military officer in the United States Armed Forces and is the principal military advisor to the President, the National Security Council, the Homeland Security Council, and the Secretary of Defense. While the Chairman of the Joint Chiefs of Staff outranks all other commissioned officers, they are prohibited by law from having operational command authority over the armed forces; however, the Chairman does assist the President and the Secretary of Defense in exercising their command functions.
