This is an early survey and forecast on a topic that is arguably one of the pressing policy and research issues of the early 21st Century. Pre-publication copies are very scarce. This novel investigation was conceived by Mr. Joseph Willett of the Department of Agriculture whyile he was a Senior Research Fellow a the National War College. The study was funded by the Cybernetics Technology Office of DARPA. From its inception, the project employed a small team of resident investigators to seek the judgments and perceptions of experts, to collate data and prepare reports and generally to orchestrate the contributions of the many participants in the study.
