Translated from Wikipedia: "Alfredo Baistrocchi (Rimini, Italy, September 20, 1875-Rome, November 1954) was an Italian sailor who besides his remarkable career in the Regia Marina was an extensive written work related to the sea and international relations. As a naval officer, he participated in the 1895 Campaign Africa and China. During the Italo-Turkish War (1911-1912) was head of the Navy Department in Cyrenaica, where he was sent as superior naval commander Tripolitania. In that role he led personally landing operations in Misurata. He was appointed representative to the Inter-Allied naval conference of Taranto (October 1916), London (January 1917) and Corfu (May 1917). The French admiral Froget, expert in the naval art who admitted that the Allied success was due according to the principles recommended by Baistrocchi to defend commercial shipping, severely threatened by submersibles."
