Blair (born 1947) is a nuclear security expert and a research scholar at the Program on Science and Global Security at Princeton University's Woodrow Wilson School of Public and International Affairs. Joining the program in May 2013, he focuses on technical and policy steps on the path toward the verifiable elimination of nuclear weapons, specifically on deep bilateral nuclear arms reductions, multilateral arms negotiations and de-alerting of nuclear arsenals. He is co-founder of Global Zero, an international nonpartisan group consisting of 300 world leaders, over 150 student chapters and millions of supporters worldwide dedicated to achieving the elimination of nuclear weapons. He was a senior fellow in the Foreign Policy Studies Program at the Brookings Institution from 1987 to 2000. Viewing safety as the paramount goal of nuclear security policy argues for considering basic changes in the operational status of the nuclear forces. It is particularly evident that their high combat readiness undermines safety. Operational safety would be improved were the defense establishments to lower their alert levels and coax the rest of the world to follow suit. The author argues that removing all nuclear weapons from active alert status and establishing international monitoring of the arrangement would severely constrain capabilities for launching a surprise strategic attack. The arrangement would, in the author's opinion, expose the initial preparations for an attack, allow for counterbalancing responses, and thereby deny a decisive Preemptive advantage to any side contemplating redeployment and sneak attack.
