Bailey is a consultant on defense and arms control issues, is currently a Senior Associate at the National Institute for Public Policy. Previously, Dr. Bailey held three positions with the US Government. She was Assistant Director of the Arms Control & Disarmament Agency responsible for nuclear, chemical, biological, and missile nonproliferation policies (1988-90). She was Deputy Assistant Secretary in the US Department of State's Bureau of Intelligence and Research, where she was responsible for long-range assessments and chaired the Interagency Committee to respond to Soviet Active Measures (1985-87). And, she headed the Bureau for Research in the US Information Agency with responsibilities for foreign public opinion polling and analysis (1983-85). Dr. Bailey was a founding member of the proliferation intelligence analysis program at Lawrence Livermore National Laboratory. In 1992, Dr. Bailey returned to Lawrence Livermore National Laboratory where she was editor of the Director's Series on Proliferation. She regularly testified before the US Congress on arms control issues, including the Chemical Weapons Convention (CWC) and the Comprehensive Nuclear Test Ban Treaty. She served on the US Secretary of State's Arms Control and Nonproliferation Advisory Board. Dr. Bailey is author of four books. including Strengthening Nuclear Nonproliferation. What are the issues facing the international community as it seeks to prevent the spread of nuclear weapons? In this account, the author assesses the performance of the Nuclear Proliferation Treaty (NPT) and the nuclear export controls intended to stop the dissemination of nuclear armaments. The book questions conventional policy alternatives such as disarmament, an end to nuclear testing and the use of sanctions and proposes two alternatives to nuclear proliferation which take account of the fundamental motives for nuclear weapons. This book examines the components of the nuclear nonproliferation regime and policies which have been suggested as means to strengthen it. The purpose is to stimulate discussion of alternatives that might lower the likelihood of further proliferation and help reduce the nuclear arms and capabilities of proliferant states.
