Prior to joining the full-time Strategic Studies Program faculty at Georgetown University in 2002, Professor Daniel was Special Assistant to the Chairman of the National Intelligence Council and prior to that he held the Milton E. Miles Chair of International Relations at the US Naval War College, Newport, RI, where he also chaired the Strategic Research Department in the College's Center for Naval Warfare Studies. His book on Strategic Military Deception was designated a "book of the year" by Choice and his book on Anti-Submarine Warfare and Superpower Strategic Stability was selected as a “notable naval book” by the US Naval Institute. A third book, Coercive Inducement and the Containment of Crises, was the first runner-up for the Grawemeyer Award on Ideas for Improving World Order. He was Federal Employee of the Year in the Professional Category in 1995, and he has received several exceptional performance awards from the Department of the Navy and the Central Intelligence Agency. The belief that ballistic missile submarines or SSBs are highly survivable is the primary reason why they have come to be regarded as the ultimate guarantors of nuclear deterrence and hence, of strategic stability. Nevertheless, since the first deployment of SSBNs more than two decades ago, it has been the practice of many Western policymakers and observers to be prudently skeptical about the survivability of the submarines in the long term. The expression of such views was usually linked with allusions to prospective anti-submarine warfare developments, but, except possibly in the last few years, such assertions had no significant o lasting effect on the consensus that the submarines would probably remain survivable.
