A View of DoD's Requirements for DOE's Defense Programs in 2010; A Strategy for Sustained Capability and Flexible Response; Meeting National Security Requirements

In the Fall of 1996, Dr. Victor H. Reis initiated an effort to develop a long-range view of DoD requirements for DOE. He asked that this be done in consultation with past senior officials of the Department of Defense who were knowledgeable of nuclear weapon matters. Mr. Robert Hymer, and expert on the DOE production complex, also participated. The individuals who participated, and whose conclusions and recommendations follow, submit this report in response to Dr. Reis' request. The group identified what they believed were, for the foreseeable future, DoD's fundamental requirements for DOE. The group went further and identified a strategy for meeting DoD's requirements which makes use of many of the elements of the current DOE Stockpile Stewardship and Management Plan (SSMP). The focus of this strategy was the stockpile. The group believed that the ability of this strategy to meet DoD's requirements was compelling and should be adopted by DOE and incorporated into future versions of the SSMP. The report describes the groups conclusions and the basis for them in greater detail. The members were Maj. Gen. Eldon Joersz, Dr. Robert B. Barker, Dr. John H. Birely, Mr. W. J. Howard, Mr. Robert L. Hymer, VADM Kenneth C. Malley, Dr. Richard Wagner, and Dr. Lawrence W. Woodruff. This document did have an impact on subsequent versions of the Stockpile Stewardship and Management Plan. This report identified five key elements: Assured Tritium Production, Changes to the Stockpile Made Only When Required to Maintain Confidence in Safety and Reliability, Lower Cost, More Flexible Production Capability, Demonstration-Based Assessment and Certification, and Enhanced Management and Partnership with DoD. The report also addressed the issue of a sustained capability to Hedge and Shape. Condition: Very good.
