The author believed that the best way to cover the subject was to divide the work into five parts, each to be complete in itself, and the whole to constitute a comprehensive reference work for our naval history. Part I--Administration of the Navy Department and events and dates of reference in United States Naval History; Part II--Engagements, expeditions, and captures of vessels of war; Part III--Captures of Merchantmen; Part IV--A complete record of every vessels service and fate; and Part V--American Privateers, 1775-1862; The States Navies, 1775-1783, The Confederate States Navy, 1861-1865. Under each event, in addition to the tabular date, the author has endeavored to give a complete list of references to the exact volume and page of every work dealing with the subject, and have enumerated in footnotes such statements, with their authorities, which in his opinion were at variance with the facts. Only Parts I,II & III presented. The author states in the Preface presented on page vii of Volume I: "As the first three parts, here offered, are complete in themselves, and contain data concerning every engagement, capture, expedition, or other achievement of the Navy prior to the 1st of January 1907, the remainder of the work may be considered, in a measure, supplementary. At present, however, no definite statement can be made as to when the other two parts will be finished; the researches necessary for their completion will cover a number of years and it would not, therefore, be wise to make any promises." Robert Wilden Neeser was born July 16, 1884, Seabright, NJ; missing since September 30, 1940, Lyons, France (later presumed dead). Yale 1909, studied American and foreign naval history and accompanied United States naval forces on cruises 1909- 14, American representative "Oeuvre Mon Soldat 1915" (society to aid correspondence with French soldiers at the front 1915-18; awarded Medaille de la Reconnaissance Franchise 1918) and editor.
