In Part II he considers the U.S. army in transition, and looks at racism, discipline, drugs, recruitment, and professionalism (war crimes, corruption, and careerism). He advocates the creation of two armies: one a specialized fighting force, the other a support army with many of the opportunities and incentives of a civilian organization.
