This report is the fourth in a series of efforts by the Los Alamos National Laboratory and Sandia National Laboratories, Albuquerque, to identify problems and propose solutions for international safeguarding of light-water reactor spent-fuel reprocessing plants. Problem areas for international safeguards were identified in a previous Problem Statement (LA-7551-MS/SAND79-0108). Accounting concepts that could be verified internationally were presented in a subsequent study (LA-8042). Concepts for containment/surveillance were presented, conceptual designs were developed, and the effectiveness of these designs was evaluated in a companion study (SAND80-0160). The report discusses the coordination of nuclear materials accounting and containment/surveillance concepts in an effort to define an effective integrated safeguards system. The Allied-General Nuclear Services fuels reprocessing plant at Barnwell, South Carolina, was used as the reference facility. More

George Robert Keepin joined Los Alamos Scientific Laboratory (now LANL) in 1952, and was a delegate to the First United Atoms for Peace Conference in Geneva in 1955. He headed the Physics Department at the International Atomic Energy Agency (IAEA) in Vienna from 1963-1965. The Mitre Corporation (stylized as The MITRE Corporation and MITRE) is an American not-for-profit organization with dual headquarters in Bedford, Massachusetts, and McLean, Virginia. It manages federally funded research and development centers (FFRDCs) supporting various U.S. government agencies in the aviation, defense, healthcare, homeland security, and cybersecurity fields, among others. MITRE formed in 1958 as a military think tank, spun out from the radar and computer research at the MIT Lincoln Laboratory. Over the years, MITRE's field of study had greatly diversified. In the 1990s, with the winding down of the cold war, private companies complained that MITRE had an unfair advantage competing for civilian contracts; in 1996 this led to the civilian projects being spun off to a new company, Mitretek. Mitretek was renamed Noblis in 2007. U.S. military forces, especially the Air Force, were primary initial sponsors. The aerial warfare service branch had struggled to identify a for-profit corporation to develop the defense system, so MITRE was hired to serve as the system engineer. MITRE subsequently designed air defense systems for the U.S. and allies, improving aircraft and missile tracking as well as communication interception abilities. The company also helped design the Cheyenne Mountain Complex facility in Colorado operating the North American Air Defense system. In the 1970s, MITRE continued supporting military projects. More
