Richard Kevin Betts (born August 15, 1947) is an international relations scholar who centers on U.S. foreign policy. He is currently the Arnold Saltzman Professor of War and Peace Studies in the Department of Political Science, the director of the International Security Policy Program in the School of International and Public Affairs at Columbia University, and former director of the Institute of War and Peace Studies. His dissertation, under the direction of Samuel P. Huntington was on the role of military advice in decisions to resort to force, which later became his first book, Soldiers, Statesmen, and Cold War Crises. His dissertation was awarded the Sumner Prize, for best dissertation in international relations. He served as a professional staff member on the Church Committee. In 1976 Betts joined the Brookings Institution where he served as a research associate and later in 1981 a senior fellow until 1990. He was a staff member on the National Security Council in 1977 and on the foreign policy staff of Walter Mondale presidential campaign in 1984. In 1990, Betts joined the faculty at Columbia University. He led the international security policy program at the School of International and Public Affairs, became the director of the Institute of War and Peace Studies. After the end of World War II, the head of the Air Historical Branch of the British Air Ministry identified the need for a history of 617 Squadron. John Pudney, an editor at News Review suggested that Brickhill be considered. The history of 617 Squadron and in particular its involvement in Operation Chastise and the destruction of dams in the Ruhr valley was published in 1951 as The Dam Busters. Following the success of The Dam Busters, Robert Clark the head of production at Associated British Picture Corporation approached Brickhill about acquiring the screen rights to the book. He requested that Brickhill provide a condensed film treatment. Brickhill decided to concentrate the film treatment on Operation Chastise, and ignore the later raids. The subsequent film was released in 1954 as The Dam Busters. More

Lieutenant General Eedson Louis Millard "Tommy" Burns, CC, DSO, OBE, MC, CD (June 17, 1897 – September 13, 1985) was a senior officer of the Canadian Army and a diplomat. During WWII Burns successively commanded the 4th Canadian Armoured Brigade, the 1st Canadian Infantry Division, the 5th Canadian (Armoured) Division (January 1944 to March 1944), and then I Canadian Corps (March 1944 until November 1944). He played a critical role in the Middle East peace process from 1954 to 1959. He was instrumental in developing UN peacekeeping. As Chief of Staff in 1954, United Nations Truce Supervision Organization (UNTSO) was designed to maintain the General Armistice Agreements until permanent peace could be formulated. Burns served as a Chief of Staff of the Truce Supervision Organization in Palestine (1954–56). He led UNEF as Force Commander from November 1956 to December 1959.
