Cochran is a consultant to the Natural Resources Defense Council where he began working in 1973. Prior to retiring in 2011, he was a senior scientist and held the Wade Greene Chair for Nuclear Policy at NRDC, and was director of its Nuclear Program until 2007. He has served as a consultant to numerous government and non-government agencies on energy, nuclear nonproliferation, nuclear reactor and nuclear waste matters. Dr. Cochran received his Ph.D. in Physics from Vanderbilt University in 1967. More

Dramatically recounts the history of the submarine through World War I, with chapters on American, British and German vessels. Taking command of USS THOMAS J. GARY (DE-326) at the age of 25 in south China, he led his five ship Escort Division on a two month cruise around the world,. Postgraduate study in Ordnance Engineering followed. He returned to the Navy’s Bureau of Ordnance where he was in charge of building the first TERRIER missiles and later the first TALOS systems. In 1955 he was commissioning commanding officer of USS FOREST SHERMAN (DD-931). More
