This was prepared for the Federal Emergency Management Agency. In 1983, a study was published on the climatological effects of injection into the atmosphere of hundreds of million of tons of smoke and dust by a large nuclear war. This study, entitled "Nuclear Winter: Global Consequences of Multiple Nuclear Explosions" (nicknamed TTAPS from the initials of its authors; Turco, Toon, Ackerman, Pollack, and Sagan), predicted temperature depressions of 40 to 60° for some plausible values of the input parameters. Some cited these results as proof that nuclear war is not survivable and, hence, that civil defense is unfeasible. A lively debate and vigorous research program followed with participation by atmospheric scientists and climatologists from several large U.S. laboratories. A consensus on nuclear winter seems to be emerging. It is generally believed possible, for some range of heavy attacks directed against cities, that significant but not lethal climate alteration will ensue for at least a few weeks. More

This report is a high-level study of four possible alternatives that were felt to bound the range of options that sould be considered. In summary they are: proceed as planned; cancel the nuclear facility; build a larger facility; and delay the decision until after a siting decision is made for the Consolidated Plutonium Center. It is not a life cycle cost estimate, but rather a comparative cost estimate, ignoring those costs that are likely to be identical for all four alternatives. In addition, the team developed a list of qualitative attributes there were believed to be important to the management decision. Including the addressee, the distribution list was about 45 copies. It is unusual for copies of such studies to survive and enter the collectibles and secondhand book market. More

Charles Robert Mowbray Fraser Cruttwell JP (23 May 1887 – 14 March 1941) was a British historian and academic who served as dean and later principal of Hertford College, Oxford. His field of expertise was modern European history, his most notable work being A History of the Great War, 1914–18. Cruttwell gained first-class honours at The Queen's College, Oxford, and was elected a Fellow of All Souls College, Oxford, in 1911, and he became a lecturer in history at Hertford College the following year. His academic career was interrupted by service in the First World War during which he suffered severe wounds; he returned to Oxford in 1919 and became dean of Hertford, and then principal of the college in 1930. Cruttwell's term as Hertford's principal saw the production of his most important scholarly works, including his war history which earned him the degree of DLitt. Beyond his college and academic duties Cruttwell held various administrative offices within the university, and was a member of its Hebdomadal Council, or ruling body. In private life Cruttwell served as a Justice of the Peace in Hampshire, where he had a home, and stood unsuccessfully for the university's parliamentary seat in the 1935 general election, representing the Conservative Party. Ill-health, aggravated by his war injuries, caused his retirement from the Hertford principalship in 1939. More

Felmly had been the editor of the Newark Evening News. Mr. Felmly joined The News in 1916 as a reporter, retiring in 1959 as the paper's editor. He then served as a teacher and acting chairman of the humanities department of the Newark College of Engineering until 1964. Mr. Felmly had been a president of The Associated Press of New Jersey. Lieutenant General James Guthrie Harbord (March 21, 1866 – August 20, 1947) was a senior officer of the United States Army and President and Chairman of the Board of RCA. In 1942, the U.S. Congress passed legislation allowing retired Army generals to be advanced one rank on the retired list or posthumously if they had been recommended in writing during World War I for a promotion which they did not receive, and if they had received the Medal of Honor, the Distinguished Service Cross or the Distinguished Service Medal. Under these criteria, Harbord and William M. Wright were eligible for promotion to lieutenant general, and they were advanced on the retired list effective July 9, 1942. More
